ANYA sticks to its demand, threatens 48-

ITANAGAR, June 3: All Nyishi Youth Association (ANYA) has come out strongly against the Arunachal Pradesh government and sought resignation of state chief minister Dorjee Khandu for his alleged failure to bring out a white paper on AOP.
While addressing a press conference at Momsie hotel, here, ANYA team which were present in full strength also condemned the arrest of their general secretary Taring Mama just days before 24 hours bandh call.
Coming down heavily on Dorjee Khandu led government, ANYA demanded resignation of Chief Minister for his non ability to present white paper on AOP. “Government is running without proper budgeting and planning. Non preparation of AOP is hampering working of every department. On moral ground Chief Minister Dorjee Khandu should resign from his post and let some other capable leader lead the state,” says ANYA president Tarin Nabam.
Stating that they have every right to issue bandh call as part of democratic moment ANYA said declaration of their bandh as illegal by administration was wrong. “Bandh calls are held across the country but all of them are not declared as illegal. But in our state they arrest leaders of those union who calls for bandh and put them behind bar. This terrorization of citizen by administration at the behest of higher authority should be immediately halted,” said Taring Mama, general secteray ANYA. Another aspect which is hurting ANYA most is venomous campaign launched by some vested interest against them.

and we have every right to know about what our government is doing with AOP. Also

CM approves nine addl air sorties for Dibang Valley
ITANAGAR June 3: Arunachal Pradesh Chief Minister Dorjee Khandu, who has been constantly monitoring the grim situation in Dibang Valley arising out of vagaries of nature, has approved nine additional air sorties for ferrying rice and other essential commodities to overcome the food crisis looming large in the district.

As road link could provide the much desired succour to the people of the area, the chief minister has again requested the Director General of Border Roads Organization (BRO) to speed up rebuilding of the washed away bridges, culverts and roads for traffic movement at the earliest. Though, helicopters from the state government as well as the IAF have been put to service, the bad weather is restricting even this highly insufficient service. As a result the only option left is to make the damaged road through, Khandu wrote.
Sharing the grief and sufferings of the people, Khandu however assured that all out efforts are being made to address the problems faced by the people and said that no stone would be left unturned to assure restoration of the road communication between Anini – Roing which is the only lifeline of the district.
The chief minister has issued directives to the food & civil supplies and civil aviation department for putting in their best efforts to airlift the essential commodities to the affected circles of the district.

AAPSU advocates for special financial package for flood-
ITANAGAR, June 3: The All Arunachal Pradesh Students Union (AAPSU) expressed its deep concern over the untold miseries being faced by the local populace of Upper Dibang Valley due to snapping of road communication for more than two months. The disruption in road communication triggered crisis of essential commodities never witnessed before in the state, the union said.
The union viewed the shortage of food items, medicines etc and skipping of middle belt of the district by Air sorties ferrying essential commodities as an act of negligence and inadequate handling of the whole situation. The union said the state government should feel the pulse of the suffering people and immediately declare the situation as state of emergency and seek central government support to mitigate the suffering of the poor villagers and government servants who are posted there if it is not capable of tackling the crisis.
Further the state government should send a high level committee headed by a cabinet minister to take stock of the whole situation, the union said while demanding special economic package for the district so that it comes up with preventive measures from such calamities in the near future.

Expressing happiness on the recruitment rallies for Arunachal Scouts conducted in which 445 young Arunachali boys were selected for recruitment, Governor pointed at the need for encouragement for more Arunachali youth to join the armed forces. ITANAGAR, June 3: Yan Tikhak (68), the first graduate from the then NEFA Tirap district passed away early this morning at his residence in Miao after prolonged illness.
Late Yan Tikhak was born in 1942 at Kachang village under Changlang district. He did his matriculation from Pasighat and then graduated from St. Edmunds College, Shillong in 1966. Late Tikhak first joined as Circle Officer at Anini in 1968.
He left his office and contested the state assembly election as an Independent candidate in 1984.
Late Tikhak was also the first Arunachal Pradesh Public Service Commission Arunachalee ST member. He was appointed as APSC member on March 31st 1988. to 31/03/94. Late Tikhak was also the founding member of the commission. He served the commission for six years. He was also the life member of Arunachal Pradesh Indigenous Tribal’s Rights (Protection) organization.
His last rights will be held at Kachang village cremation ground on June 4. He is survived by his wife, one son and three daughters.
The Tangsa society deeply mourn the untimely demise of Late Yan Tikhak. His sudden demise is a great loss to the society. The society also prayed to the almighty God to bestow enough strength to the bereaved family members in this hour of grief.
Meanwhile, Finance Minister Setong Sena expressed deep shock and sorrow to know the sudden demise of Yan Tikhak.
In a condolence message, Sena said, Lt. Yan Tikhak was a man of humility and a noble character. He was an exemplary and dedicated leader who served the State and society in his lifetime in different capacities for many years with sincerity and true spirit. His distinguished services will be cherished forever. His sudden death is a great lost to the society and the State; it has created a big vacuum in his family in particular and Tangsa society as a whole, he said.
The minister conveyed my deep sense of condolence to the bereaved family and pray Almighty God to bestow enough strength to the family members to overcome the irreparable loss and for eternal peace of the departed soul.

Khandu denounces bandh culture, seeks cooperation
ITANAGAR, June 3: State Chief Minister Dorjee Khandu has seriously viewed the absence of officers and staff from their respective offices on June 2 owing to 24 hours Bandh called by ANYA. In an emergency meeting with all the Commissioners, Secretaries and head of departments in Banquet Hall today, Khandu said in strong words that absence of government officers from duty is not at all appreciated.

“In spite of facing acute financial crunch the state government has honoured its employee’s demand for accepting the 6th Central Pay Commission recommendation in toto, and has also released the 36 months arrears”, Khandu assertively said. “The reasons behind non finalization of AoP in the preceding year were in one or other way related to the implementation of 6th CPC, Parliamentary and State Assembly Elections which were clarified by the government spokesperson Jarbom Gamlin earlier through a press conference” Khandu reasoned. He appealed the senior Government officers to extend their cooperation to the government in dealing with such illegal bandh menace which is crippling the normal proceedings of the state.
We are in no mood to tolerate such bandh calls which has become a tradition and which needs to be contained, Khandu emphatically said. While all legislators and elite societies have voiced against the bandh culture, it is need of the hour that we join our hands to denounce such precedence for ensuring healthy development of our state, Khandu further added.
He also appealed the business communities and the transport association not to succumb to the pressures of such unwarranted bandh calls and extend their support to the government in dealing with such bandhs as the bandh calls is hazardous for economic activities especially for those who earn their livelihood through self employment.

The places like Bogong, Pongging, Pangin, Mirbuk etc are at the uphill area of our Siang belt. The after effect of leakage in LSHP won’t affect this areas. And to my surprise, I am shocked that most of the public hearings are being organized rather imparted on this safe heaven areas. So, the public of this area are being easily befooled by the Jaypee and the state government.
But we the people of practical down stream areas in the plain like Baskota, Muriline, Twomileghat, Berung, Sika Tode, Sika Bamin, Pillungmukh, Kemimukh, Ayeng, Jampani, Oyan, Oiramghat, Kemi, Sille, Rani, Ranaghat, Komlighat,Tebo etc. are the real victims of any catstrophic damages by the Siang river. If any damage on LSHP, it will obviously effect us not the upper hill areas.
If we allow Jaypee to construct dam then Pongging will obviously be benefited because it is the place where the construction is being undertaken.
The leaders who are in favour of LSHP shouldn’t push us, the downstream native villagers, to the jaw of death by another flood from LSHP after 2000 Siang flood.
If the Jaypee Corporate succeed in construction of the LSHP, the leakage from the dam will effect us, the downstream villagers, like Ranaghat, Ayeng, Komlighat, Muriline, Baskota, Twomileghat, Berung, Pillung Mukh, Kemimukh, Sika Tode, Sika Bamin, Jampani. Qyan. Kemi, Qiramghat. Sille, Mangnang, 12 mile, Rani etc.
We are very much aware of the Damodar valley river project. Why it is called the sorrow of Bengal? Every year the flood water by Damodar River make an impact which is caused by Damodar Dam project. The devastation made by the dam is totally unpredictable and deadly. Lacs of villagers, properties, are being damaged at Bengal and Bihar. But what does the Govt do? Instead of making compensation for the innocent villagers they are totally being made fooled. The Govt. and the corporate get benefited from the river project and the innocent villagers are pushed to death through flood water of Damodar River.
When a dam is constructed at a site, within every ten years the stored water is replaced by fresh water. During this change water is released in huge amount towards downstream which causes the flood. Obviously in the similar way, we the downstream villagers will be targeted by change in LSHP at Pongging. Mirbuk, Bogong Banggo, Pangin, Pongging, etc. will be safe from devastation because these areas are situated at safe heaven at up hills of Siang belt.
The flood by the LSHP will be hundred times severe than the past Siang flood of 2000. In the similar version of sorrow of Bengal by Damodar Valley river project, we will be wiped out by LSHP.
Therefore, I wholeheartedly appeal to my downstream villagers to wake up from sleep and stand together against the LSHP and its supporters.

Let us move together towards development
Dear Editor,
After going through many articles in all the leading newspaper and keeping silent for some time I being the General Secretary of Bogong Banggo Kebang would like put forward our views regarding the proposed 2700 MW Hydro Electric Project at Lower Siang. Many people has put forward their views regarding the said Project, some with good intention and some without knowing the real fact and without thinking genuinely for the future generation of the East Siang district in particular and Arunachal Pradesh in general.
The situation has come to such a critical juncture that, we the people of downstream side of the proposed Project who are not going to get any R & R packages and who's life are in more dangerous position than any other in case of breakage of the Dam, instead of keeping mum would like to express our sentiment from the core of our heart.
Pasighat town, undisputedly one of the oldest in the history of Arunachal Pradesh was established in the year 1911 during British time from a small British Army canton men area after the killing of British officer Nail Williamson by Adi revolutionaries. The said town is completing one century (100 year) in the coming 2011 which is only five (5) months away from now. My point in mentioning all these is that, the town once known as educational hubs and political epicenter since NEEA time has lost its glory and is now 50 years backward in all developmental aspect.
Why ? The first and foremost reason being that the prospect of becoming the Capital of the state was denied to it many years back in spite of voluntary donation of large plain areas by our forefathers. Secondly, the only Medical College in the state once proposed at Pasighat was also shifted to some other place because of some political differences. So, we the people of Pasighat town in general and Adi tribe in particular are tired of living in the same underdevelop conditions. Many big politicians from our own tribe has come and gone, but the condition of Head quarter of the Adi Tribe "Pasighat Town" remains the same even as the centenary celebration is nearing by.
Yes, friends I could understand your feeling as I am only taking about Pasighat town. We are also very much concerned about the people of Pongging and other villages to be affected by the said Hydro Electric Project. Really, they are going to lose their ancestral land and traditional place of hunting and fishing. But in my view, as they are also our own brothers and sisters, I think, it is not advisable from my side to encourage our own brothers and sisters to live in the same underdevelop conditions for years to come. These village peoples are mostly illiterate and they can't think anything beyond the Pasighat town. Even, till date some of the villagers have not yet seen the Pasighat town, not to talk of Itanagar and other parts of the country. So, they also have the full right to enjoy the fruit of development as the other citizen of the state are enjoying. As per the rehabilitation packages published by the Jaypee Associates under the guidance of Govt. of Arunachal Pradesh, truly speaking the immediately effected people has a great chance to come up from the underdevelop condition to a well developed conditions in a shortest possible time. We the people of Bogong Banggo (Down stream) are ready to extent our full support to the immediately affected people for their adequate compensations, infrastructures and other facilities by the project proponent and state Govt. and expect the same helping attitude from the right thinking citizens of the state.
Regarding the allegation of signing of MoU of Lower Siang project with the Jaypee
Associates by the present Khandu Govt, I would like to clarify that the present ruling
Govt. has nothing to do with the said MoU. It was signed way back in February-
At last, I on behalf of all section of people living in Pasighat in particular and Adi tribe in general would like to appeal all our brothers and sisters of the Arunachal Pradesh and other North Eastern state, let us move together ahead towards development and towards the light.

GREF take over the operation of Dibang Ghat
ROING, June 3: The GREF is likely to take over the operation of Ipphi Pani Bomjir Ghat (Dibang Ghat) by end of this month, informed Sunil Kumar, 2IC 62 RCC BRTF Roing in a letter to the Deputy Commissioner of the district. The taking over of Dibang Ghat by GREF is under process, the letter said.

Meanwhile, the district administration have requested the state govt. for making schedule of Helicopter Service to both Lower Dibang Valley and Dibang Valley Districts thrice a week stating that due to disruption of road communication to Dambuk and Anini for the last two months and also due to irregular operation of Dibang Ghat owing to turbulent nature of river water in rainy season, many people are stranded at Dambuk as well as at Anini. In a crash message to the Director, Civil Aviation the DC Roing have further asked for making three trips per schedule to Dambuk and Anini.

The function was attended by the civil administration, Panchayat leaders of the area, Village Gaon Buras and the general public. The people in large number lauded the Army gesture towards promoting rural education of underprivileged children braving heavy monsoon rains. Inaugurating the Third Teachers’ Orientation Program by the ASSET, the Commander called upon the teachers to work with dedication and also impressed upon the parents to strengthen the schools with their active involvement to help the young learners. The Commander appreciated the efforts of the Apna Vidya Bhavan inspired by His Holiness Swami Anubhavananda Saraswati and assured that four classrooms will be built well in time during the current academic session. ITANAGAR, June 3: One day Rodent Management Training was held at Pugging village on May 31. . Under the initiatives of Okang Tamuk, D.A.O. Upper Siang the ADO.(HQ) M. Ete, imparted training to the farmers to contain any Rodent Menace. As many as 50(fifty) farmers took participation in the training.

State NCP to discuss development issues
ITANAGAR, June 3: Nationalist Congress Party (NCP), state unit will discuss the important issues of the state including enhancement of PDS quota and release of HTS subsidy to the state Govt, early start of Green Field Airport at Itanagar, safe drinking water supply, and total sanitation programmes and policy on small and marginal farmers at its office here on June 4.
These issues were also highlighted by NCP state president during his meeting with party high command recently at New Delhi.
NEDWS to hold mega social service

APPDSU demands cancellation of LPC

Hari Taro elected AAPANWA president
Itanagar, Jun 3: Hari Taro and Marpe Bojir have been elected president and general secretary of All Arunachal Pradesh Abotani Nyibu (Priest) Welfare Association (AAPANWA), according to a release issued by Itanagar Capital Complex deputy commissioner.
The newly elected office bears of AAPANWA also include two vice presidents, two assistant general secretaries, a treasurer, chief auditor and secretaries of four other departments.
